Tom O. Wagoner


Tom began his career in the insurance industry in 1966 and in 1979, established Core Management Resources (CMR), Inc., as an employee benefit consulting company. After twenty-six years as a General Agency Manager, Tom left the insurance industry to concentrate all of his efforts on CMR. Being “purpose-driven” to bring about changes that impact self-funded plans, he offers his unique vision, broad experience and wealth of knowledge with all he comes in contact with.

On the legislative front he is involved at both the national and state levels. Nationally, he has served as a board member of the Self-Insurance Institute of America (SIIA), the Workgroup for Electronic Data Interchange (WEDI) and served as Chairman of the WEDI Foundation. WEDI provides recommendations to the Health Care Financing Administration (HCFA) and Department of Health and Human Services (HHS) of the US government. In Georgia, he is actively involved on the legislative level regarding healthcare issues within the state. He was appointed and served as a committee member on the Georgia High Risk Health Insurance Pool Committee, which reported directly to the Office of the Governor. Currently Tom is Chairman of the Georgia Society of Professional Benefit Administrators. With over 40 years of experience, Tom is President/CEO of CMR Group, Inc.



Bryan Wagoner


Bryan has over fifteen years of experience in providing cost saving operational alternatives for municipalities, county government agencies, and private industry in Georgia. He has extensive capabilities in identifying techniques to increase business efficiency. He provides expert opinion and testimony to the Georgia General Assembly and has been a registered lobbyist since 2000. Bryan has also initiated and served as Project Manager for eight nationally recognized government support programs. Bryan has authored several state policy manuals and provides training to government and private business employees on a routine basis. He is active in several Georgia professional associations and is a certified instructor through the Georgia Secretary of State’s office. Bryan speaks on a national level about methods to identify and address business inefficiencies and the implementation of cost saving measures. In his role as Communications Director, Bryan has negotiated award winning multi-million dollar projects. He is well adept at spearheading partnerships that garner significant costs savings and has been nationally published numerous times. Bryan received his M.S. and B.S. degree from the University of Georgia. Bryan currently serves as Marketing and Communications Director for CMRG.



David F. Warren


David began his career in the employee benefit industry in 1980. From 1980 to 1997, he worked for Aetna as part of their operational team in both the Southeast and Mid-Atlantic markets. From 1997 to current, David has specialized in the design, implementation and management of self-funded health plans. David brings both an Account Management and Operational expertise to his clients. This background enables him to not only design, but implement and administer a program that is client specific. David is licensed by the state of Georgia in Life and Accident & Sickness (medical) products as well as Property and Casualty. David has a Degree in Criminal Justice from Macon College and a Bachelor in Business Administration from Mercer University. David joined Core Management Resources Group in 1999 and currently serves as Vice President of Client Services.



John A. Wells, MD, FACS


Dr. Wells has been in the practice of medicine since he graduated from Medical College of Georgia in 1964. He did his internship and surgical residency at the Eugene Talmadge Memorial Hospital in Augusta, Georgia. He served two years in the United States Air Force and was Chief of Surgery at Tyndall Air Force Base. He returned to Macon in 1971 and has practiced here since. At the Middle Georgia Hospital, he served as the Chief of Surgery, Chief of Staff, and Medical Director. He is a Fellow of the American College of Surgeons and is certified in wound care. He serves on the editorial consulting staff of WOUNDS, a monthly journal that reports on advances in wound care. Dr. Wells has been employed at Core Health Services for 10 years and is CHS’s full-time Medical Director.



Marquita Hawkins


A graduate of Georgia College and State University, Marquita began her career with Aetna Insurance Company in 1984. During her career with Aetna, she held key roles in the claims, customer service, and cost containment departments. In 1997, Marquita joined Coliseum Health Systems where she became Supervisor of Physician Billing. While at CHS, she gained extensive knowledge of physician billing and coding. In 2001, Marquita joined Core Management Resources Group. Since joining CMRG, she has held a variety of critical positions which include client billing and vendor payment, network management, software and plan design, programming for electronic adjudication of claims, and eligibility management. Marquita is currently licensed by the state of Georgia in Life and Accident & Sickness and currently serves as the Director of Accounting and Eligibility for CMRG.



Edie Smith


Edie joins Core as our Claim Manager with over 20 years of experience in healthcare administration. Edie began her career with Aetna Insurance Company in 1990. During her career at Aetna, Edie held both Senior Claim and Customer Service positions. In 2000, Edie transferred her knowledge to the Third Party Administration (TPA) field. This experience exposed Edie to the establishment and administration of self-funded medical, dental and pharmacy benefit programs. As Core’s Claim Manager, Edie is responsible for medical and dental claim and customer service staff. Additionally, she oversees quality assurance, provider maintenance, and subrogation and recovery services. Edie’s talents and experience provide our clients with a wealth of knowledge and expertise.
